Solomon C. Luo, MD, F.A.C.S., is the Director of the Progressive Vision Institute. He is a nationally recognized expert and instructor in cataract and refractive surgery. He has performed over 30,000 ophthalmic surgical procedures and has been practicing for over 25 years.
Dr. Luo is a board certified Ophthalmologist and a Clinical Professor of Ophthalmology at Temple University in Philadelphia, Pennsylvania. In 1986, Dr. Luo opened the Eye Care Center in Pottsville (now the Progressive Vision Institute) to treat patients from Schuylkill, Northumberland, Carbon and Berks counties. We opened our newest facility at the Spring Ridge Corporate Campus in Wyomissing to meet the demands of our growing number of patients. In addition to our Wyomissing office, we have offices in Pottsville, Philadelphia and Shamokin, with branch offices in Ashland, Shenandoah, and Mount Carmel.
Dr. Luo has recruited many talented physicians to his practice. Those currently on staff at the Progressive Vision Institute include: Maria E. Barbe, MD; Shann B. Lin, MD; Anthony F. Grosso, Jr., DO; Cristan Arena, M.D.; Stella Luo, M.D.; Betsy Luo, M.D.; William T. Kellogg, MD; Scott D. Piette, DO; Amanda Ehrgood-Perry, O.D.; Aaron Blehm, O.D.; Ann Marie Roberts-Blehm, O.D.; and Peggy Dixon, OD. He and his staff have introduced advanced laser and surgical treatments for vision correction and treatment to the Pottsville, Reading, Wyomissing, and Philadelphia area for many years. These treatments include: laser glaucoma treatment, macular degeneration treatment, advanced cataract treatment, diabetic retinopathy, pediatric eye care, oculoplastics and laser vision correction (LASIK, PRK and Zyoptix Customized).
Dr. Luo received his medical training at University of Texas Medical Branch at Galveston. He completed his ophthalmology residency at Temple University Hospital, Philadelphia, Pennsylvania. Dr. Luo is highly respected for his surgical excellence and experience which has gained him many invitations to lecture both nationally and internationally on cataract surgery and refractive surgery. He also lectures during Live Surgery in front of thousands of eye surgeons. Dr. Luo is actively involved with the experience and education of medical residents.
In 1989, Dr. Luo was one of the first physicians in the area to perform surgery to correct nearsightedness. The development of the excimer laser has revolutionized the correction of nearsightedness, astigmatism and farsightedness, and now laser vision correction has become a main area of concentration in his practice. He has performed thousands of laser vision correction procedures. He also utilizes the new multi-focal lenses, ReStore and ReZoom, which corrects both distance and near vision. In 1999, Dr. Luo opened the Progressive Surgical Institute at 201 East Laurel Boulevard in Pottsville. The Progressive Surgical Institute recently received the certificate of excellence award from the Pennsylvania Healthcare Cost Containment Council. This award was presented to the Institute for its commitment to improving the quality and cost of healthcare throughout the state of Pennsylvania.
Maria Barbe, M.D.
Pediatric & Adult Strabismus, General Eye Disease
Maria Esperanza Vergara Barbe, MD, began her medical training at Rensselaer Polytechnic Institute in Troy, NY where she graduated magna cum laude with a Bachelor of Science degree in biology. She earned her doctor of medicine degree from Albany Medical College in Albany, New York. Dr. Barbe completed her preliminary medicine internship at the Medical Center Hospital of Vermont in Burlington, Vermont. She continued her training with an Ophthalmology residency at Albany Medical Center/Lions Eye Institute in Albany, New York, where she served as chief resident during the final year. She completed fellowship training in pediatric ophthalmology and adult strabismus at the University of Iowa Hospitals and Clinics in Iowa City, Iowa. She is a member of the American Academy of Ophthalmology, the American Association for Pediatric Ophthalmology and Strabismus, the North American Neuro-Ophthalmology Society, and the Pennsylvania Medical Society. She serves as an associate examiner for the American Board of Ophthalmology. Dr. Barbe specializes in pediatric and adult strabismus. She is a managing partner at the Progressive Vision Institute. Dr. Barbe's personal time is devoted to family life with her husband and 3 children. In addition to actively participating in her children's activities, she enjoys running, filed hockey, and lacrosse.
Shann Lin, M.D., F.A.C.S.
Macular Degeneration, Diabetic Eye Disease, Retina & Vitreous
Shann Lin, MD, F.A.C.S., was one of the first physicians in the world to pioneer the usage of high speed ICG angiography for patients of age-related macular degeneration. Dr. Lin has vast experience in medical surgical treatment for age-related macular degeneration (ARMD). According to Dr. Lin, "Macular degeneration is the most common cause of severe vision loss among people over 60. It affects as many as 15 million Americans and millions more around the world. As our population ages, we will see more of this terrible disease. Since Pennsylvania has a high elderly population, there is an overwhelming demand in our area for treatment of macular degeneration. It is estimated that about 14% of the U.S. population aged 65-74 years and 35% of people over age 75 will have this disease." Dr. Lin began his medical training at Rutgers College in New Brunswick, New Jersey. He received the prestigious Dean Academic Excellence Scholarship to attend New Jersey Medical School. During his medical school years, Dr. Lin developed a strong interest in diseases of the eye such as macular degeneration and diabetic retinopathy. He was admitted to the renowned Mount Sinai Hospital in New York City for his Ophthalmology residency. After residency, Dr. Lin continued his research in age-related macular degeneration, developing several innovative techniques in laser surgery and macular degeneration surgery. Dr. Lin has lectured both nationally and internationally on advances in macular degeneration.
Anthony Grosso Jr., D.O., F.A.O.C.O.

Anthony F. Grosso, Jr., DO, is a board certified general ophthalmologist who treats a wide range of eye conditions and diseases. Using state-of-the-art surgical techniques, Dr. Grosso offers cutting edge surgical options for cataracts, glaucoma, and oculoplastics, as well as vision correction surgeries such as, customized wavefront LASIK and clear lens extractions. He utiilizes state-of-the-art intraocular lenses like the Retor and Crystalens, which correct both distance and near vision. Dr. Grosso was the first physician in Berks and Schuylkill counties to use the Acrysof Toric lens, which reduces or elimates astigmatism and improves distance vision. He also offers Botox treatments for both cosmetic aging lines and therapeutic reasons. Dr. Grosso resides in Berks county and enjoys golfing, motorcycling and spending time with his son.
Dr. Grosso graduated magna cum laude from both the college at Salisbury University, Salisbury, Maryland, and medical school at The University of Health Sciences College of Osteopathic Medicine, Kansas City, Missouri. He completed his internship at Doctors Hospital in Columbus, Ohio, and went on to do his ophthalmology residency through Michigan State University at Metropolitan Hospital, Grand Rapids, Michigan. Dr. Grosso is board certified through the American Osteopathic Association Bureau of Osteopathic Specialists in Ophthalmology, and has received his Fellowship thru the American Osteopathic College of Ophthalmology.
Cristan M. Arena, M.D.
Glaucoma and Surgery
Cristan M. Arena, M.D. received her undergraduate degree at the Franklin & Marshall College, Magna Cum Laude. She received her medical degree from University of Maryland School of Medicine, Cum Laude. She completed her preliminary medicine internship at Reading Hospital & Medical Center, Reading, Pennsylvania. Dr. Arena completed her residency at the Temple University Hospital in Philadelphia, Pennsylvania. She also was awarded a glaucoma clinical fellowship at the University of South Florida in Tampa, Florida. Dr. Arena has received numerous honors and awards. She has participated in numerous research projects and has co-authored many publications. She is a member of Phi Beta Kappa, Alpha Omega Alpha Honor Medical Society, and the American Academy of Ophthalmology. She enjoys cooking, baking, visiting art museums, cycling, running, as well as other sports.
Betsy P. Luo, M.D., M.P.H
Comprehensive Ophthalmologist, Eye Disease and Surgery, Oculoplastics
Betsy P. Luo, M.D., M.P.H. earned a B.A. in Economics from Columbia University. She subsequently attended Yale School of Public Health where she earned an M.P.H. in Health Care Management. She then continued on to receive her M.D. from Temple University School of Medicine. She completed her preliminary medicine internship at Crozer Chester Medical Center in Upland, Pennsylvania. Dr. Luo then completed her residency at the Temple University Hospital in Philadelphia, Pennsylvania. She has been trained at Wills Eye Hospital for Oculoplastics. Dr. Luo has received several honors and awards. She has authored numerous peer-reviewed articles and participated in many research projects. She is an active associate for the Center for Value Based Medicine, focusing on quality of life studies and health assessment. She is a member of the Academy of Ophthalmology, the Pennsylvania Academy of Ophthalmology, and the American Medical Association. She enjoys traveling, running, hiking, cooking, and playing the piano.
Stella L. Luo, M.D.

Stella L. Luo, M.D. earned a Bachelor of Science degree in Psychology from Virginia Commonwealth University as a Presidential Scholar and Honor Graduate. She then received her medical degree at Temple University School of Medicine in Philadelphia, Pennsylvania. Dr. Luo completed her medicine internship at Crozer-Chester Medical Center in Upland, Pennsylvania. She then completed her ophthalmology residency at Temple University Hospital in Philadelphia, Pennsylvania. Dr. Luo has received several honors and awards throughout her academic experience. She also has participated in authoring many peer- reviewed articles and research projects. She is a member of the Pennsylvania Medical Society, the American Academy of Ophthalmology, and the American Medical Association. Dr. Luo resides in Allentown with her husband and enjoys baking, crafts, violin, piano, and flute. She will be seeing patients in the Pottsville and Wyomissing locations and will be treating a wide range of eye conditions and diseases.
William Kellogg, M.D., F.A.C.S.

William T. Kellogg, M.D. joined Progressive Vision Institute in September of 2004. Dr. Kellogg is a general ophthalmologist who is primarily in the Philadelphia offices. Dr. Kellogg graduated from the University of Pennsylvania School of Medicine. He did his internship at Pennsylvania Hospital in Philadelphia. His residency in ophthalmology was at Scheie Eye Institute, also in Philadelphia. Dr. Kellogg's fellowship was in Anterior Segment and Refractive Surgery at the New Jersey Eye Center in Bergenfield, New Jersey. Before joining Progressive Vision Institute and coming to the Philadelphia area, he did research at the New Jersey Eye Center where he also practiced eye care. Dr. Kellogg has many certifications such as Fellow of the American Academy of Ophthalmology and of the American College of Surgeons. Dr. Kellogg enjoys cycling, gardening and golfing. Caesar K. Luo, M.D., is a board certified vitreo-retinal surgeon, who specializes in the diagnosis and treatment of retinal diseases and conditions. Dr. Luo graduated Magna Cum Laude with a Bachelor of Arts Degree in Biology from the University of Rochester, Rochester, New York. Dr. Luo continued his education at the University of Rochester School of Medicine and Dentistry where he earned his medical degree with a Distinction in Community Service. Dr. Luo completed his medical internship at Albert Einstein Medical Center in Philadelphia, Pennsylvania; followed by his ophthalmology residency at Wills Eye Hospital also in Philadelphia, Pennsylvania. Dr. Luo completed his training with a vitreo-retinal fellowship, including pediatric retinal surgery at Associated Retinal Consultants in Royal Oak, Michigan. Dr. Luo has earned many academic honors and awards during his training. During his ophthalmology residency at Wills Eye Hospital, Dr. Luo was selected as Co-Chief Resident. Dr. Luo has authored and co-authored many research publications and has lectured at many conferences on various ocular conditions and diseases, specifically those associated with the retina. Melissa Neuwelt, M.D. will join Progressive Vision Institute in September 2012. Dr. Neuwelt is a board-certified vitreo-retinal surgeon who specializes in the diagnosis and treatment of retinal diseases and conditions. Dr. Neuwelt completed her undergraduate studies at Stanford University, Palo Alto, California, where she earned a Bachelor of Arts degree in Human Biology with an area of concentration in International Health. She went on to receive her medical degree at The University of California, San Francisco (UCSF) School of Medicine. Dr. Neuwelt completed a transitional internship at Alameda County Medical Center in Oakland, California, followed by ophthalmology residency at Wills Eye Hospital in Philadelphia, Pennsylvania. Dr. Neuwelt concluded her training with a vitreo-retinal fellowship at Associated Retinal Consultants in Royal Oak, Michigan. Dr. Neuwelt has received numerous academic honors throughout her training. During her residency training at Wills Eye Hospital, Dr. Neuwelt was named Co-Chief Resident. Peggy Dixon, O.D.

Dr. Peggy Dixon is an optometrist that practices in our Wyomissing office. She has been with Progressive Vision Institute since we opened the Wyomissing office in November of 2003. Dr.Dixon has been working in the eyecare field for over 10 years. Dr. Dixon graduated from the Pennsylvania College of Optometry. She has done numerous externships in the field of Optometry. Dr. Dixon is an experienced optometrist who fits contact lenses and who performs complete eye exams, diabetic eye check-ups, and glaucoma testing. Dr. Ann Marie Roberts Blehm is an optometrist and a native of Schuylkill County where she graduated from Blue Mountain High School. She then went on to earn her Bachelor of Science degree from Pennsylvania State University, University Park, PA., and her Doctorate of Optometry from the Pennsylvania College of Optometry, Elkins Park, PA. Dr. Blehm received honors for Professional Practice three consecutive years. While at the Pennsylvania College of Optometry, Dr. Ehrgood-Perry was granted honors for clinical excellence throughout the entire course of her internship and externship. She is a member of Volunteer Optometric Service to Humanity (VOSH/DelVal), providing comprehensive eye care to Haiti. She also is a member of the American Optometric Association, the Pennsylvania Optometric Association, and the Berks County Optometric Society. Dr. Ehrgood-Perry resides in Collegeville, where she enjoys running, reading, and spending time with friends and family.
